台北縣集美國小八人制拔河運動推廣的現況與策略研究

八人制拔河運動強調公平競爭，具有訓練意志力與加強團隊合作等教育意義。但近年來「教育部全國各級學校拔河比賽」的參賽隊數不斷下降，這其中出現了哪些可能的問題，的確有探討的必要。本文透過分析教育部推廣拔河活動的州關文獻，以瞭解國內與台北縣八人制拔河運動的現況、問題，並擬定解決策略，盼能有效增加參與隊數，以推廣拔河運動。歸納研究結果發現，拔河運動推廣的問題有四：經費問題、賽制變革問題、主管機關支持力度變不足、學校主管欠缺支持力度，導致學校組隊的困難。本研究提出以下策略：1．以原有經費辦理拔河活動：2．積極吸取拔河新資訊，了解賽務與賽制的變革；3．爭取比賽成績，引起縣府重視；4.營造全校拔河運動氣氛，爭取主管支持。希望能作爲想推廣拔河運動的學校之參考，讓拔河運動能夠更加蓬興盛。

Tug-of-war which had the educational ideals of will training and team-work practice put emphasis on even competition. However, the number of teams in National Tug of War Competition was decreased gradually. It was necessary to discuss the problems of tug-of-war and search for solutions. The research analyzed the documents of tug-of-war from Department of Education to understand the condition and problems of tug-of-war in Taipei county and Taiwan to draw up solving strategies. Hope to increase the teams joining the competition and popularizing this activity. The problems of tug-of-war popularization were budget, the problems of competition system changing, lacking of support of government and school administrators. This research provided 4 strategies to solve these problems. First of all, bold the competition by using available budget. Second, get information of tug-of-war actively to know the competition system well. Third, get better competition achievement to attract government. Fourth, construct the atmosphere of tug-of-war at schools to get the support of school administrators. This research tried to give some suggestions for the schools which would like to develop tug-of-war and popularize this activity.
