摘要

本研究藉由文件分析法，企圖瞭解中華民國高級中等學校體育總會在法人化前後與政府間在財政、管制、服務輸送上互動關係的轉變以探討高中體總與政府間關係區塊上的移動。結果發現：財政上，經費大多仍是依賴政府單位；管制上，政府單位仍藉由政府採購法一途約束、管制高中體總；服務輸送上兩造間雖有接觸，但其間的溝通協調降低。高中體總與政府單位的關係由原本的整合依賴型型轉變爲分離依賴型。後續研究建議可再深入探討法人化後與政府關係轉變後所衍生之問題以及其對高中體總的影響。

Abstract This research was achieved by analytic approach of documents to understand the variation of relationship on financial, regulatory and service delivery between Senior High School Sport Federation (SHSSF) and government before and after becoming an artificial person of organization. The conclusion is as follows: Relationship on financial, founds is still relay on government. On regulatory, government still limits SHSSF by government purchase method. On service delivery, al though there are some contact s between the two, the conversations are lower than before. SHSSF has turned integrated dependent into separate dependent organization after lawmaking process. Suggestion to the follow-up research is to probe into the problems and impact s deeply after becoming an artificial person of organization.
