委外維修績效與可靠度分析:以A型教練機起落架系統為例

Outsourcing Maintenance Performance and Reliability Analysis: A Case Study on a Type Jet Training Aircrafts of Landing Gear System

摘要


現行國防二法為帶動國內航空業的產業發展,使飛機維修技術達到軍民雙向交流,於是推動國軍軍工廠民營化及軍機商維等重大維修變革。其中空軍教練機隨著軍機商維委外,該場站維修能量亦委外由合約商執行修(維)護工作,然因軍機首重妥善維持,經檢討妥善情況,統計各機件系統中以起落架系統故障最為頻繁,故起落架系統為國軍及委外合約商持續著重維(修)護的重要工作項目。本研究目的即以A型教練機起落架系統為研究對象,針對非計畫性修護工單資料蒐整,依故障工單資料,取故障頻率前三高者為關鍵品項,再根據失效時間進行可靠度分析,探討關鍵品項之平均失效時間等各項可靠度特徵,分析比較軍機委外前、後執行起落架維修之績效差異,研究結果可做為後續國軍軍機商維續約或重新招標及起落架系統修(維)護與備料管控之參考依據。

The ”Two Defense Laws” (including The National Defense Act and Organizational Act of Military of National Defense) promotes mutual interactions between the military and commercial on aircraft maintenance community via government own company run (GOCO) and outsourcing. In the outsourcing program, the intermedia maintenance is excused by contractors. In the maintenance program of the jet trainer aircraft of the Air Force, the maintenance records have been analyzed and the landing gear system is found as the most unreliable system. The study utilizes the maintenance data, and the data is collected through unplanned repair records. Defects reported on repair orders are analyzed via to find the key factors. Mean time to failure (MTTF) is also tested using STATISTICA for reliability analysis. Finally, the cost efficiency of pre-and post-outsourcing will be identified to better the landing gear maintenance and supply control.
