我國空軍各型軍機後勤效率評估之研究

A Study on the Logistic Efficiency of Military Aircrafts in Republic of China Air Force

摘要


本研究以資料包絡分析法(DEA),針對我國現役13型軍機擷取2000年至2009年飛行小時成本統計資料,選定6個投入項(人員成本、油料成本、飛機維護成本、行政支援成本、地勤人力與空勤人力)與2個產出項(飛機妥善率與實際飛行時數),經以投入導向CCR與BCC之模式進行實證研究分析,運用計算所獲得之各項效率值分析各型軍機之整體效率、純技術效率、規模效率及規模報酬等,經分析後發現Ⅰ型軍機效率值最佳,可為其他型軍機參考,經由本研究方法更可提供無效率的各型軍機改善的方向,以達到最適化規模效率。

This research uses Data Envelopment Analysis (DEA), focuses on thirteen Republic of China Air Force aircrafts which on active duty, then acquire the flight cost data per hour.This research also selects six input terms (personnel cost, fuel cost, aircraft maintain cost, administrative support cost, aircrew and ground crew) and two output terms (aircraft availability and real flying hours), adopts input oriented CCR and BCC models to analyze, obtains aircraft statistics such as global technical efficiency, pure technical efficiency, scale efficiency and returns to scale.The analysis figures out model Ⅰ aircraft has the best efficiency value. The other aircrafts can consult the data. Furthermore, this research method can provide improved methods which reach the best scale efficiency to inefficient aircrafts.
