It has been 28 years since the ”Slopeland Conservation And Utilization Act” was promulgated in 1976. The laws inseparably linked to this, instigated through the ”Soil And Water Conservation Act,” has been in force for 10 years. Because the regulations that determine the effect of the act when there has been a washaway of soil and water are described in inexact words, people from central authority, local government or the public can all have different interpretations of the meanings of the rules. This study discusses the authentication standard and provides an analysis of real cases for the act where there has been a washaway of soil and water.
