摘要

自從第一次波灣戰爭和科索沃戰爭以來，解放軍空軍已體認到，未來戰爭將不同於過去的戰爭。在未來「高技術局部戰爭」中，解放軍空軍將「首當其衝，全程使用」。它正逐漸從支援軍種轉型成獨立軍種，也正由「國土防空型」轉變成「攻防兼備型」的空軍。並且正朝改革軍隊組織架構、調整軍事訓練大綱及汰除舊式裝備方向前進，以此建立現代高技術環境中的全天候攻、防戰力，達到打一場「高技術條件下局部戰爭」的能力。

Since the Gulf War and Kosovo conflict, the People’s Liberation Army Air Force has acknowledged the future war will be different from the traditional ones. In a future high-tech local war, the People's Liberation Army Air Force will be called up as the first unit to encounter the enemy. The People's Liberation Army Air Force is working on its way to reform its military doctrine, adjust its military training guidelines and renew its old equipment. By establishing an all-weather and attack-defense air force to battle in a modern high-tech environment, it is hoped to acquire the full ability to perform ”local war under high-tech conditions.”
