Since 1949, the Republic of China has endeavored resources to defend Taiwan for more than 70 years. Countries like Israel and South Korea, which are located in a similar security environment, have also invested in its defense and received long-term US assistance. However, their achievements of self-reliance development in military arms acquisition have been more advanced than the ROC experience. Therefore, to identify the critical aspect in delivering improvements in the arms acquisition, this article first clarifies the internal and external factors restricting self-development. Later, it argues that internal integration is the main reason. After analyzing the practical problems regarding the "Defense Acquisition Process" in enhancing our national defense and force planning, this paper concluded that "improving our capabilities in the operational requirement analysis" and "bettering the arms sale management process," and "improving self-reliant national defense legal regulations" are three critical factors for the future enhancements.
