教育乃立國的根本之一,良好的教育政策推動國家發展與進步。我國的《師資培育統計年報》在文始便道:「優秀卓越的師資,百年教育的基石」。可見教育的施行者-教師扮演角色的重要性。而教師的類別因國家及教育環境的需求呈現多樣化,以今日的教育環境來看,為數眾多的代理教師成為學校內的基本角色,非編制也非正式的職位狀態,其所可能擁有的權益成為本研究關注的焦點。 以關懷代理教師權益問題為出發點,本研究一開始先探討代理教師制度出現的背景,了解代理教師在如何的情境下成為不可或缺的施教角色,並以統計數據呈現代理教師任教的現況;之後,再以法規及函釋等官方規定探討代理教師的權益,包括敘薪、考績及年終獎金、年資計算、出勤與給假、保險及退撫機制等;至於代理教師的權益是否保障充份,本研究以正式教師為比較對象,評估代理教師的權益內容;最後提出建言,呼籲政府能重視並適切規劃代理教師的權益與運作。
Education is the fundamental one of the founding, the good quality of education promotes national development. Caring the interests of substitute teachers as a starting point, the beginning of the study explores the background of the system of substitute teachers, and realizes in what kind of circumstance of the substitute teacher to become a critical role in teaching, and shows the present situation of substitute teachers in statistics. After realizing the status of substitute teacher's, we look into the interests of substitute teachers through the official regulations such as laws and the letter of release, these interests in classification salary, performance appraisal and year-end bonuses, seniority calculations, attendance and to leave, insurance and Pension mechanism; but to know that substitute teachers’ interests of the desirability of appropriate In this study, the study estimates interests of substitute teachers based on official teachers’.
