捷運木柵線:移入的大型科技系統與在地交通建設網絡的共造

Constructing the Taipei Metro Muzha Line: The Coproduction of Imported Large Technological System and Local Infrastructural Construction Network

摘要


本文透過科技研究的大型科技系統觀點,檢視台灣從1980年代起如何打造台北捷運系統木柵線。本文分析台灣戰後交通建設網絡與移入大型運輸科技系統間之銜接、對峙與轉變等關係,嘗試從科技解釋社會的視角,觀察台灣交通建設網絡的轉型。本文爭論由先進國移植的運輸科技系統,除影響台灣工程社群反應出素樸現代性詮釋,也造成一連串實作問題及失序現象,並以其科技動量拖動在地交通建設網絡轉變。然而,本土脈絡亦將這些轉變賦予在地特質,其中本土工程師們逐步建立專業的特定方向與內涵,培養自身成為專業業主。他們除有效「定義問題」外,並平衡與國外系統提供商之間關係,驅動國內營造業及工程設計顧問業的技術提升,更影響社會相關網絡與被移植的大型科技系統「共同解決問題」。本文木柵線案例研究,填補大型科技系統觀點未提「在地既存網絡」與「外來完備系統」間衝擊及磨合現象,未來應值投入更多此類案例跨國研究,為現有大型科技系統觀點擴展理論性知識。

This paper applies the idea of large technological system in science and technology studies to examine the building history of the Muzha Line of the Taipei Metro System from the late 1980s to the mid-1990s. This case study fills a theoretical gap in our understanding of how foreign systems are exported into countries that have no related technology. When one of the most advanced metro technologies in the world was transplanted from France to Taiwan, its technological momentum triggered a series of deeper problems that were embedded within the context of Taiwan's developmental and authoritative state. This paper argues that Taiwanese engineers played a critical role in the mutual reshaping of the imported large technology system and local infrastructural construction network. These key players also developed localized guidelines about how to build metro systems special to Taiwan. This paper explores the meaning of their efforts in terms of the origin and evolution of the engineering profession and its identity.
