混農林業可行性評估分析－以臺大實驗林為例

摘要

臺大實驗林三種契約林地，因林農違約改種高經濟作物，影響生態環境及水土保持功能。為了導正此一現象並兼顧林農生活與森林之永續經營，臺大實驗林管理處自2010年研擬「既有已混農使用事實之契約林地進行混農林業使用之可行性研究」評估計畫。主要研究目的包括混農林業施行前後影響環境分析、土地利用現況問題分析、法規政策面分析且混農林業可行性評估。研究結果顯示臺大實驗林管理處所轄林地範圍不論就法律、環境衝擊及水土保持等層面分析，現階段均不宜開放實施混農林業。

Three contracted forestlands in the Experimental Forest, National Taiwan University, are widely illegally used as cash crop fields. In order to balance the sustainability of forestry and living of the fanners, National Taiwan University Experimental Forest Office (NTUEFO) has been planning a project of ＂Research on the Feasibility of Agroforestry Practice in Contract Woodlands Practicing Agriculture＂ since 2010. The main purposes include defining the environmental impacts before and after its utilization, identifying current issues of land use and regulatory factors, assessing the feasibility of agroforestry. The result shows that agroforestry practice is currently not a good option for the contracted forestlands from regulatory, environmental impacts, and water and soil conservation perspectives.
