摘要

受到「臺灣運動島」等政策的影響，全民運動逐漸受到國人重視。社區全民運動是臺灣推展全民運動的一環，是全民運動的基石。又運動指導員的介入將可提升民眾運動之成效，故本文目的在建構未來臺灣推展社區運動指導員之政策、培育及授證等議題。本研究方法採文獻分析法，獲得以下結果：一、透過社區運動的組織、人員、物質條件、時間、經費及活動等要素，來滿足社區成員的運動需求、增進情感為目的，並達到整合、服務、凝聚及增進健康等功能；二、社區運動是臺灣推展全民運動的基石。指導員的融入，將可提高社區民眾活動的興趣以及學習的成效，因此社區運動指導員的培育制度亟需建立；三、社區運動指導員應具備專業知識、運動的技術、運動的指導能力、運動的經營管理能力與人格的特質等基本要素；四、學校培育課程內容與人力，符合社區運動指導員專業能力之需求，但臺灣目前仍無考照、授證及分派任用機制，難以提升社區運動之風氣；五、以國立體育大學體育推廣學系以及運動保健學系培育課程，符合美國運動指導員授課內容條件及社區運動指導員五大能力需求。

Because of this policy, ”Make Taiwan a Sport Island”, national activities are thought more and more highly. Community sport is one way to promote national activities and the basement of national activities in Taiwan. Community sport instructors can improve the effects of it. As a result the research is based on document analysis and the results are below. First, the organization, persons, substance, time, budge, and activities are elements to satisfy the sport needs of community members and to improve the relationship. It can also reach the goal of integration, service, gathering and national health. Secondly, communal sports are the basement of promote national activities in Taiwan. Community sport instructors can help to increase the interests in communal activities and learning efficiency. As a result, the system of community sport instructors needs to be founded immediately. Third, community sport instructors should have professional knowledge, strategies of sports, ability of instruction, management ability, and personalities in order to meet the needs of being community sport instructors. Fourth, the school courses should also meet the needs of community sport instructors. However, nowadays in Taiwan, we do not have the system of the identification exams, the identification conferring, and the employment, so it is hard to promote the atmosphere of communal sports. Fifth, the courses of Department of Recreation and Sport Management and Department of Athletic Training and Health, National Taiwan Sport University conform the requirement of American sport instructors and the five abilities of community sport instructors.
