Marine sustainable development is expansion of sustainable development embodied in the ocean, and an important part of national strategies for sustainable development. The paper sets up a comprehensive evaluation index system of marine sustainable development including four aspects as society, resources, environment and ecology with interpretive structural modeling. With the entropy method, gray correlation analysis, AHP and Kendall consistency test method, we construct a measurement model under the ”Three in One” joint decision-making theory and undertake a dynamic measurement evaluation and consistency test on marine sustainable development from 2005 to 2010 in China’s coastal regions. Then we divide gradient types according to measurement evaluation results through the fuzzy cluster analysis, non-equilibrium theory, dynamic analysis and structural analysis method. The result reflects the law of China's marine sustainable development scientifically, objectively and truly, which all provide scientific references for regional marine sustainable development in China.
