農民網路技能訓練移轉之探討

Evaluating Training Transfer of Farmer's Computer Network Skill Training Programs in Taiwan

摘要


本研究之目的,在以「農民網路技能訓練計畫」2004年與2005年培訓之農民或農戶人口為對象,評估其訓練移轉之情況。抽樣清冊共計7,912人,經由前測之郵寄問卷調查結果,以平均數的百分之一為可容忍的誤差,在採取99%的信心水準之下,抽取清冊人數之19%,最後實際寄出之問卷共計1,480份,共計有456份有效回收問卷,回收率為30.81%。在訓練移轉成效評估結果上,無論從訓練移轉成效態度量表、整體評估題目和再參與意願之回答情況來看,回答者普遍抱持移轉成效良好的看法。不過,由於有很多未回覆問卷者可能對於該項訓練是抱持較負面態度而不願回覆的,因此本研究回收問卷之分析結果,在推估到所有受訓學員時,應該要較為謹慎保守。另外,非農民比例偏高,以及女性學員佔絕對多數,是這項訓練計畫執行值得注意之發展。研究發現學員的參與動機、電腦使用能力和訓練設計之滿意度,是造成訓練移轉成效認知差異之主要因素。

This study evaluated the ”farmer's computer network skill training” programs in Taiwan based on the participant lists of 2004 and 2005. With a 95% confidence level and a tolerable sampling error of 1%, a random sample of 1480 was selected from a pool of 7,912 participants gathered through a large-scale mail survey. A total of 456 respondents were finally recruited at a 30.81% response rate. A transfer of training scales (TOT) of 21 items were formed according to the Likert scale with fair internal consistency reliability (Cronbach's Alpha=0.8401). Upon evaluation, it was found that the general respondents tended to have a positive impression of the ”farmer's computer network skill training” programs, either in the scores of the TOT scales, the overall evaluation, or their willingness to attend advanced courses. The findings, however, should be viewed conservatively because on one hand it is possible that those non-respondents hold negative attitudes toward this program and, on the other hand, the response rate was not high. It is noteworthy that the proportion of non-farmer and female participants in these programs was far higher than expected. The motives for learning, relative computer capacity, and the satisfaction of training design contributed significantly to the variation seen.
