重慶市某小學執行農村留守兒童4+1教育模式之個案研究

A Case Study on "4+1" Educational Model to Rural Village Remaining Children at an Elementary School in Chongqing City

摘要


隨著中國經濟社會的轉型,農村勞動力人口向都市集中,該人口群稱為「中國農民工」,他們的子女因戶籍制度條例,必須留在戶籍所在地就學,這群孩子稱為「農村留守兒童」。 2002年左右,留守兒童相關研究持續增加,社會新聞報導也開始關注農村留守兒童議題,發現農村留守兒童對社會治安有負面的影響。中國各個省對該社會議題紛紛提出因應之道。而重慶市針對該議題提出「中國重慶農村留守兒童4+1教育模式」。 本研究目的(1)瞭解該模式的設計規劃理念(2)專案學校因應該模式(3)新的關懷、照顧觀點之參考意見。研究方法採取個案研究法,透過文獻資料、參與性觀察及深度訪談取得研究資料。 本研究結論,第一,4+1教育模式之設計規劃是一種公部門與民間資源合作的模式,資源合作包含財務、物質、組織及文獻資源;第二,專案學校期待與政府期盼差異,故此展望逐漸磨合的未來。

As the transformation of China economy, the rural people are migrating to urban areas, the population known as the "Chinese migrant workers." Their children must be remained in the countries because of the household registration system, and then they could go to school, the group of children called "Remaining Children." About 2002, the related studies of the children continued to increase, the issues of the children also be focused on by the social news reports; the children be found that have a negative impact on the social order. However, every province in China has put forward in response to the road. The Chongqing City Committee faces the issue and raises the education model which named "China Chongqing Rural Village Remaining Children four and one education model." The purpose of the study: First, understand the concept of the design and planning of the model; second, watch the project schools how to respond the model, third, find the new viewpoints of caring and taking care of the children. Research methods are to take the case study method, research data obtained through literature, participant observation and in-depth interviews. The conclusions of this study: First, the design and planning of the four and one educational model is that the public sector and private resources cooperation, the resources include finance, substances, organization and literature resources; Second, project schools and the government look forward to having difference, therefore, viewing the compromise in the future.
