桃園地區各標的用水量分析研究

Study on Water Demand of Each Goal in Taoyuan Area

摘要


台灣地區受到地形與氣候的限制,水資源分配十分不平均,加上我國於民國91年加入世界貿易組織WTO後,各產業產量有所增減,相對的也影響到水資源的使用量,所以各標的用水量規劃將必須以區域性整體聯合調配作為考量,配合政府整體建設計畫,做適時的檢討修正,以符合各標的的用水需求。 本論文調查結果顯示,桃園地區各標的用水量以農業用水量為最大宗,佔整體用水量近70%,但近年來由於農田用地的休耕及轉作,使得農業用水量降至整體用水的50%左右;工業用水量則有與日俱增的趨勢;而生活用水量則隨著人口數的成長穩定增加。未來各標的用水量預估農業用水量將趨於一穩定的需求,在不休耕的情況下預估最大年用水量約為750百萬噸;工業用水量因未來政府整體開發建設計畫將持續增加至民國110年的452百萬噸;而生活用水量至民國110年預估為340百萬噸。總用水量至民國110年預估將為1541百萬噸。

Taiwan area is limited by its topography and climate, therefore, the water resource distribution is very nonuniform. Since our government joined WTO in 2002, the quantity of each product is increased or decreased to some extent. Relatively the consumption of water resource is affected by that. In order to fit every water consumption demand, the water consumption for each goal must be planned by considering whole joint regulation regionally, matching with government’s whole construction plan, to do self-criticism and revise at suitable time. This research showed that the largest water consumption, about 70% of the whole water consumption, is for agriculture in Taoyuan. But in recent years due to fallowing and cropping-pattern-change the amount of water used for agriculture drops to about 50% of the whole water consumption. The industrial water grows with each passing day and the domestic water increases with the growth of the numbers of people steadily. It is estimated that the agricultural water demand will tend towards stability in the future. Estimate of the most of the year water consumption is 750 million tons under no fallowing. Because the government develops the construction plan and will continue until 2021, the water for industrial use will increase to 452 million tons in the future. And the domestic water is estimated about 340 million tons in the same year. Total year water consumption is estimated to be about 1,541 million tons in 2021.
