摘要 善用資訊與通信科技,創新行政作業流程已是政府施政重點。政府為推動行政機關電子化已制訂相關作業規範,建立機關內部公文書表單電腦化、公文線上簽核、稽催管理自動化、公文快速傳遞、交換等作業機制,電子公文便是行政機關電子化作業之基礎建設。為朝提升行政作業效率、無紙化及辦公室自動化環境邁進,公文電子化也成為各級政府部門努力達成的具體目標。 導入電子公文系統取代傳統公文書製作與流程,立意甚佳。然而導入一個創新的作業機制或是全新的資訊科技,並非單純改變現有作業環境、資料傳遞速度及組織間的溝通管理,組織成員觀念的接受度恐也需同時配合改變,才能收得事半功倍之效。個案研究機關自民國94年導入電子公文系統迄今,各部門並未充分發揮「電子公文系統」功能。為瞭解系統目前存在之問題,經實地走訪各部門人員後,普遍發現存在有些人使用電子公文系統、有些人僅部分使用甚至有人根本不使用電子公文系統等問題,殊值重視。 故本研究以科技接受模式(Technology Acceptance Model; TAM)為主要研究架構,透過相關研究文獻之整理,以及外部變數的歸納,擬訂研究問卷期透過問卷調查的方式,找出組織成員真正關切的問題,提供決策單位爾後推動與改善電子公文系統之參考。 本研究以個案研究機關實際使用過電子公文系統人員作為問卷發放對象,共發放180份問卷,回收175份有效問卷,經由SPSS統計軟體分析之後,研究主要發現如下: (一)使用者接受電子公文系統是以個人知覺作為基礎,透過有用認知與易用認知,進而影響實際使用態度與意向。 (二)組織抗拒變數不影響「有用認知性」與「易用認知性」。 關鍵字:科技接受模式,電子公文系統,組織變革
Abstract Innvating the administrative processes by making good use of the information and the communication technology has been the government’s political priority. In order to promote the administrative organization electronicized, the government has drawn up the related work standard to computerize official document inside the organization, approve the official document on line, automatize the examination management, deliver and exchange the official document fast. E-official document is the infrastructure of the E-work of the administrative organization. With a view to lift the administrative work efficiency and build a paperless office as well as the office automation environment, E-official document becomes the specific goal which all levels of the government deparments make a lot of effort to achieve. The intention of executing E-official document system instead of the composition and the process of the traditional official document is very good. However, introducing an innovative operating system or the whole brand-new information technology does not only mean to change the present operating environment, data transmission speed and communication administration among the organizations. In fact, the acceptances of the members’ concept also need to change simultaneously to yield twice the result with half the effort. The organization of this case study has used E-official document system since 2005, so far every department does not bring the said “E-official document syetem” into full paly. After having an interview with the staff of every department on the spot to find out the present problem at that moment, it was found that some people use E-official document system, some use it partially, even some have never used before, which should be taken seriously. In sum, this case syudy took the Technology Acceptance Model (TAM) as its main structure by the related research literatures, as well as the exterior variables to develop research questionnaires which helped to find out the members’ real concerns and provide the decision-making body a reference to promote and improve the III E-official document system. The interviewees of this case study were the ones who actually have used E-official Document system. The number of the questionnaire which was provided to the object is 180 and 175 of it are available. After analyzing by the SPSS statistice software, it was found as follows: 1.The thing that if the users accept E-official document system is based on their personal perception, and the users’ attitudes and intentions are affected by the cognition of it can be used or it is easy to be used. 2.The resistance variables of the organization will not affect “Perceived Usefulness” as well as “perceived ease of use”.
