國家整體競爭力的提昇,是來自於人才的培育與產業的躍進,透過政府與民間產業的合作,並於不同的專業領域中培育優秀人才,將可增加產業其經濟價值與企業的永續經營,進而提昇國家於全球的競爭力。為此,政府推動一系列的國家型科技計畫,來協助跨部會間的合作模式,以帶動產業的垂直整合,讓政府和產業的資源能相互有效運用,開創新的產業契機,藉以提升人民生活水準與社會的服務品質。 有鑑於系統化及有效率性的建構政府國家型科技計畫的績效評估,故於此篇論文中回顧國內外科技型計畫的評估模式,並加以比較其評估策略,以此作為研究之標竿學習。本研究依據紫式決策分析架構建構國家型科技計畫的層級架構與績效指標之模型,並採用層級分析法(AHP)由上而下去解構其目標層級,再由下而上逐層去實現高層賦予之目標,且利用資料包絡法(DEA)對執行單位進行效率分析與績效評估。本論文以智慧電子國家型科技計畫(NPIE)做為實務驗證,藉以提供政府機關對於科技計畫績效評估之參考方向。
Aiming at the enhancement of the national competitiveness and performance is through the industrial development and talent training. The cooperation between the government and industrial companies, and the training in different professional fields can increase economic values for sustainable development in the industrial companies and also promote national competitiveness in a global economy. The government proposes a set of the national science and technology programs in order to assist the integration of the resources effectively for forward-looking technologies and innovations. Through those strategies will further strengthen the competitiveness of the industries and also improve the quality of our life. In order to evaluate the performance of the national science and technology programs, our study aims at studying a survey of the previous works on evaluating programs and also comparing their strategies as benchmarking. Moreover, we adopt UNISON to construct the hierarchical structure model and use analytic hierarchy process (AHP) method to deconstruct the target hierarchy from the top-down analysis and then achieve the goal from the bottom-up analysis. In addition, data envelopment analysis (DEA) is used for analyzing the efficiency and the performance evaluation of the responsible entity. At last, we verify our analysis model with NPIE as a case study and our method provides a referable direction of improving the performance of national science and technology programs.
