摘要

「挑戰2008：國家發展重點計畫」是台灣再次脫胎換骨及重塑競爭力的關鍵計畫，為掌握國際網路與分工的趨勢，增進國家吸引力與社會凝聚力，政府已針對以行爲表現環境整體配套及國際化不足問題積極改善，提供外籍人士親善的生活環境與服務品質。英語是我國與世界接軌的主要溝通工具，「營造英語生活環境行動方案」的推動實施，正是我國因應全球化、加速國際化的社會基礎建設，藉此打造與全球同步的國際化生活環境，強化國人適應全球化與國際化的能力，蓄積台灣社會資本，再造台灣經濟成長新機與活力泉源。

”Challenge 2008: National Development Plan” is a key plan for Taiwan to reengineering and create national competitiveness. In order to follow international trend of information networking and cooperation, also to promote national attraction and social coherence, our Government has already actively endeavored to provide internationally friendly living environment and quality service, and to improve inadequate internationalized facilities.
Nowadays, English is a critical communication tool to link Taiwan with the world. The ”Building English Living Environment Action Plan” is a fundamental social infrastructure for accelerating globalization and internationalization. In the long run, it is intended not only to build up the internationalized living environment synchronizing with other countries worldwide, but also to strengthen national proficiency and capacity on globalization and internationalization This plan will accumulate social capital to rebuild new turning point and opportunities on economic growth in Taiwan.
