摘要

優質的政府必須以實際的施政績效見長，建立一個績效型政府，不僅能夠有效改善施政品質，同時可以符合人民對執政者的期待，在績效管理機制當中，施政計畫管制佔了很重要的地位。
在網際網路盛行與資訊技術進步的今日，各行各業管理模式無不被迫改變，本文嘗試從概述網路時代企業興起的虛擬組織以及行政院現行計畫管制作法，探討虛擬管制機制運用於政府部門的問題與建議。

An excellent government is excelled in the visible performance. A government with great performance can improve the quality of government policy effectively, and meet the expectation of the people. The project control system plays a crucial role in performance management.
As the dramatic technologic surge brought by the advances of the Internet and information technology has forced the mode of management changed all over the world. This article intended to gives a general description of the virtual organization in enterprises, and the project control system of the Executive Yuan. Finally, also raises questions and puts forth proposals concerning the virtual-control mechanism.
