摘要

為何民主化後的台灣，政府的廉潔程度不進反退？如何面對這樣的治理危機謀求解決之道？本文認為，台灣在民主轉型過程中，必須在健全的研究基礎下，進行相關廉政機制的建立與改善。但台灣、截至目前之廉政研究，仍侷限於政府部門、特別是各類公務人員貪腐情況之測量，在有限的資訊下，恐怕很難對國家整體廉政狀況做出較為正確的診斷與治療。因此，從宏觀整體的角度切入，去探討與進行國家廉政體系的建構與測量，並與國際透明組織所進行之全球國家廉政體系研究接軌，應是台灣當前倡廉反貪的基礎工作。如何從宏觀整體的角度去思考廉政問題，而非僅著眼於歸咎與改變微觀的單一個人或部門，是國家廉政體系的基本理念，也是全球反貪腐運動未來的改革方向與研究議程。

After democratic transformation, the integrity of the Taiwanese government failed to live up to expectations. Why did this happen? How should we face this governance crisis? What solutions could we offer to tackle this problem? This article indicates, in the democratic transformation process, Taiwan has to establish and improve the integrity mechanisms based on sophisticated research. However, most of the current integrity research in Taiwan aims at government agencies, especially with a focus on the measurement of corruption for various types of public officials. The information generated by this line of research is useful but limited, which might not be able to provide accurate diagnosis and treatment of the overall integrity situation in Taiwan. Accordingly, from a holistic perspective, this article suggests that the construction and measurement of a national integrity system (NIS) along with Transparency Internationals global NIS study is the foundation for promoting integrity and fighting against corruption in Taiwan. The basic idea of NIS is to deliberate integrity issues from a holistic perspective instead of a micro point of view, which only blames and intends to change single individual or department. Focusing on the whole system is the future reform direction and research agenda for the global anti-corruption movement.
