In the era of globalization, state capacity in dealing with public affairs is declining. It is because that current public affairs posses the characteristics of publicity, transparency, and polity. While civil society is challenging state capacity, the opportunities and channels for public participation are increasing. Although the state is still the major actor in the world, the role of civil society is become crucial in dealing with public affairs. This paper intends to understand that in the era of globalization, what are the possible impacts of the rising of global civil society on public participation in terms of scale, actors, issues, goals, and approach? The role of public participation in pursuing good governance will also be mentioned.
