中共非戰爭軍事行動的具體概念與能力剖析

根據中共官方見解，中共的非戰爭軍事行動主要用於遏止戰爭、解決衝突、促進和平，及支援民間機構處理國內危機。目前，解放軍已建構專屬的非戰爭軍事行動力量，並規劃出五個專門小組，包括：(1)抗洪搶險部隊；(2)震後應急救援部隊；(3)核、生、化災害應急救援部隊；(4)交通設施緊急搶修部隊；(5)國際維和部隊等。然而，中共在非戰爭軍事行動的具體概念和能力仍不明確。美國的非戰爭軍事行動概念是否適用於中共？而中共的實際作為和能力又為何？基此，本文嘗試探討解放軍在執行及支援非戰爭軍事行動任務上之特徵、角色、規範與動員方式，藉以瞭解中共非戰爭軍事行動的真實面貌。

According to China's official statement: Chinese military operations other than war (MOOTW) focus on deterring war, resolving conflict, promoting peace, and supporting civil authorities in response to domestic crises. Currently, the People's Liberation Army (PLA) established specialized forces for military operations other than war, and planning anticipates five specialized groups, including (1) flood and disaster relief forces, (2) post-earthquake emergency rescue forces, (3) emergency rescue forces for nuclear, chemical and biological disasters, (4) emergency relief force for transportation facilities and (5) international peacekeeping force. However, China's MOOTW specific concepts and capabilities are still not clear. Are the United States MOOTW concepts applied to CPC? And what are the actual act and the capacity? Therefore, this article is attempting to explore the characteristics, roles, rules and mobilizations of the task execution and support in PLA's MOOTW, to understand the truth of the China's MOOTW.
