信任是人類社會運作的重要課題,透過信任機制建構,既可累積個人與組織的社會資本,又可降低組織內、外人際互動的交易成本。台灣自從1994年推展社區總體營造以來,期望透過公民文化生活化的方式,讓社區居民能彼此聯繫,喚醒並增進大家對居住地的情感與認同。經過十多年的努力,雖已累積相當豐碩的成果,但不可否認地,當今台灣健康社區營造工程仍存在諸多問題尚待克服。其中,固然不乏制度面的缺失,惟若究其關鍵因素,主要乃是組織信任感的薄弱,經常導致社區人際互動上的諸多衝突,進而影響社區營造工作的推動與落實。 社區營造是一項複雜且漫長的持續性工程,實踐社區營造願景的核心價值在於:組織內外行為者彼此之間能相互信任。本文針對此一重要課題,經由理論探討與實證研究,期待釐清在社區營造過程中,透過哪些機制方能有效建構組織信任。根據桃米生態村的社區營造經驗,筆者提出兩個主要觀點:組織信任的機制建構必須兼顧「行為者的主觀特質」與「社區營造的互動模式」;基於「認同型信任」,並以「禮儀文化」作為核心價值,較能導引出邁向永續發展的社區營造模式。
Trust is a very important issue in organizational life. It can produce social capital and reduce transaction costs. Since 1994, both the government and nonprofit-organizations have implemented community empowerment policies in Taiwan. There have been many achievements but there remain many obstacles on the way to developing healthy communities. One critical problem is a serious lack of trust in grassroots organizations, which frequently results in conflicts. Community empowerment is a continual task and its key mechanism is trust building. This paper discusses why and how trust building crucially influences the process of community empowerment. We present a field study of Taomi Eco-village, based on the authors' personal experiences, and find that the personality traits of actors and the integration model are equally important. We also find that ”identification-based trust” and ”ceremonial culture” can both produce a better and more sustainable model of community empowerment.
