「競爭產生效率」是契約委託的市場理性所在,民營化的支持者將「委外」、「競爭」與「責信」巧妙地串連起來,提供一個美好的想像空間。本文經由蒐集全國各地方政府身心障礙者服務與婦女服務委外的五年長期資料,配合深度訪談呈現臺灣委外規模與整體競爭形貌。研究發現儘管兩個領域的委外規模懸殊,但都缺乏實質競爭,都只有一成五左右的標案有一家以上來競標。身障服務委外對大型組織、早期進場者有利,機構委託極少換手經營的記錄。婦女服務雖吸引各式組織前來競逐,但勢均力敵式的實質競爭也不多見,相對於身障服務換手狀況較為頻繁。委外服務的專業性與困難度、受託者要額外投入的資源,以及房舍的狀況等因素,是潛在受託者進場的重要評估因素。本文建議政府應積極提高場域內供應者的數量與素質。
”Competition results efficiency” as well as ”competition ensures accountability” are the core market rationale of privatization. Privatization proponents link competition, efficiency and accountability together automatically, creating a fantastic imagination space. This article examines the realities of competition in both the disabled and women’s services contracting in Taiwan. The analysis is based on five-year empirical data collected from country-wide and indepth interview. Results indicate that the absence of real competition in the both field of services contracting. However, owing to the services' characteristics and contracting design, women's services have more competition than the disabled services.
