國民中小學教科用書採行審定制度,乃是國內教育體制因應社會自由開放、多元的必然趨勢。自民國七十八年國民中學教科書開放非聯考科因為審定本後,國立編譯館即負責國民中學教科書審查工作,有關審查制度、審查作章程序、各科教科書審查基準,亦開始逐步規畫、建立。本文之目的,即在透過對國民中學教科用書審查制度現況、特色之認識,進一步了解與評析此一制度運作過程中衍生之缺失與困難。最後,本文亦對教科用書審查制度未來之走向提出建議,期使國內教科用書審查制度更趨周廷、專業,以提升審定本教科用書之品質,增進審查效率;另為因應未來課程之研究發展與審查爭主義之仲裁,相關專責機構應盡速成立。
Under our educational system, the adoption of review and approval system of primary and middle school textbook is a inevitable trend to meet the challenge of an open and pluralistic society. Since 1989, textbooks which were not exam-related have been open to the private sector. The National Institute for Compilation and Translation (NICT) was assumed the responsibility of reviewing middle school textbooks. It gradually established the reviewing procedures and standards.This article is aiming to find out some possible defectives and difficulties aroused by the present process of the reviewing system. And furthermore, it tries to search for a more thorough and professional reviewing system. At the meantime, relevant organization that hold the responsibilities for fulfilling the future curriculum research and mediating the reviewing controversies should be established as soon as possible.
