摘要

內政部在2008年大幅修正建築法令中有關無障礙環境部分，在2010年老人機構評鑑標準中配合建築法令在亦做了極大之變動，本文主要重點有三：（一）闡述身心障礙者權益保障法、建築法及老人福利法系中，針對老人福利機構有關無障礙環境部分之相關規定。（二）分析評鑑標準中之無障礙設施之分級標準，及探討目前機構中無障礙設施設置現況問題、改善原則。（三）提出法令修正建議，及後續研究方向。

The accessibility in building code was revised dramatically in 2008. The standard of accessible and usable facilities in ”2010 Evaluating and Rewarding Enforcement for Senior Citizens' Social Welfare Organizations” was amended in consequence. This article focus on three subjects：1) To interpret the enforcement rules about the facilities under ”People with Disabilities Rights Protection Acts”, ”Senior Citizens Welfare Acts”, and ”Building Codes”. 2) To analysis the standard about accessibility in 2010 Evaluating Enforcement and the problems that most facilities facing and the way to solve. 3) To address some Code revise suggestion as well as the subjects for the future researches.
