摘要

過去的研究使用資料包絡分析法(data envelopment analysis; DEA)評估老人福利機構經營效率時，均未將機構所面對的外在環境變數納入考慮。本文以機構所在區位的老人人口數，及該區域所有福利機構所能提供的總床位數爲投入面及產出面的環境變數，以評估此類變數在機構經營效率估計上的影響，並分析目前主管機關對福利機構之評鑑結果、機構屬性與經營效率的關係。本文以台灣地區28家老人福利機構爲分析對象，研究發現，當考慮投入面的環境變數，並不會對機構的經營效率產生顯著影響，但當考慮產出面的環境變數，若干機構的經營效率發生程度不一的變化。所評估的28家機構之平均經營效率爲0.918，表示所有機構欲達到經營效率，平均而言必須增加82%的產出，且同時須減少同比率的投入始能達成。機構的經營效率與評鑑成績是有關的，評鑑成績愈好，其效率相對較高，但營運規模與效率無關，機構的屬性爲財團法人或一般私人亦與效率無關。

Until now, environmental variables have never been applied in past studies as using data envelopment analysis (DEA) to evaluate the operating efficiency of nursing homes. This study evaluated how environmental variables affect estimation results for operating efficiency. The total number of elderly people and the total number of available beds of nursing homes in a certain area were used as the proxies of environmental input and output variables, respectively. This study also investigated the relationship between the operating efficiency of sample nursing homes and their evaluation ranking as reported by The Ministry of the Interior as well as the relationship between operating efficiency and facility attributes. The empirical sample consisted of twenty-eight nursing homes in Taiwan. The analytical results showed that efficiency rankings are unaffected by environmental input variables but would differ if the environmental output variable is considered. The average efficiency score of all sample facilities was 0.918, which indicates that, on average, sample facilities should increase output by 8.2% and decrease input by the same percentage if they would be fully efficient. The facilities with higher evaluation rankings reported by The Ministry of the Interior were more efficient than those with lower rankings. However, operating efficiencies did not differ among facilities of different sizes and did not differ between juridical person facilities and other private facilities.
