From the viewpoints on the school-based, I clarify the various topics for discussion about curriculum development and action. Furthermore, I also find the strategies or models for developing school curriculums so that school can use them as reference to develop school-based curriculums. In this research, I have adopted document analysis and case study. By using the document analysis method, related documents are collected, analyzed and induced to be the theoretical basis of school curriculum development. By using the method of case study, cases in the Primary School of the National Hsin-Chu Teachers College are analyzed so as to understand how the school implements on the national-level curriculum, how it builds the school curriculum vision, curriculum goals, action strategies and curriculum programs , and thus to build ”models and strategies for school curriculum development”.
