本研究以文獻分析對世界主要國家之教師素質管理策略及措施進行探究,並構念教師素質管理機制七大面向:師資培育理念與課程規畫、教師資格取得、教師甄選與任用制度、教師待遇與工作條件、教師專業發展、教師評鑑與升遷規畫、不適任教師之處理;研究者以教師素質管理機制之七大面向設計問卷,以二階段分層隨機抽樣對國小、國中及高中職之教師、行政人員與校長進行我國中小學教師素質管理機制之調查,總計抽取1100個樣本,有效回收問卷638份,回收率為61.82%。依研究結果提出可供我國建立教師素質管理機制之具體建議。
This research explores the mechanism of quality control in primary and high schools in main countries of the word, and methods of enhancing teaching profession in order to construct the teachers' quality control in Taiwan, enhance teachers' professional development and improve teachers' quality. This study is conducted with the literature review and questionnaire survey study to further explore the seven parts: concept developing and curriculum planning of primary and high school teachers, mode of acquiring qualified teaching certificates in primary and high schools, selecting and hiring system of primary and high school teachers, payment and working conditions of primary and high school teachers, professional development mode of primary and high school teachers, evaluation and promotion system of primary and high school teachers, and treatment of unqualified primary and high school teachers. About six hundreds of school teachers and school administrators were sampled to answer the questionnaire. The final, the researchers provide suggestions based on the study results for the reference of constructing quality control management mechanism of primary and high school teachers in Taiwan.
