台灣身心障礙幼兒醫療照護政策之展望

健康是基本的人權，幼兒的健康更是國家未來發展的基礎；身心障礙幼兒相對於一般兒童更需要國家提供適切的醫療照護服務；對於身心障礙幼兒而言，全面且持續的療育計畫與適切的輔具介入將是減緩未來二次障礙的發生機會，此時更是提升各方面發展的黃金時期。本文延續了衛生署與國家衛生研究院規劃「2020健康國民白皮書」的精神，著眼於國內6歲之前的身心障礙幼兒，以公共衛生三段五級「預防疾病、早期發現早期治療以及限制殘障」之觀點討論身心障礙兒童的醫療衛生政策，本文將以身心障礙兒童的健康特質、目前身心障礙兒童的醫療政策以及身心障礙兒童醫療衛生政策發展與展望分別討論。期望國內身心障礙孩子們能夠獲得最適切、公平的醫療服務與資源。

Health is a human right needed to be protected. Positive health of children is the fundamental of national health and economic development. Comparing with other populations, children with disabilities needed the health authorities provide appropriate healthcare services and initiate healthcare policy to prevent the occurrence of second conditions. The present paper was based on the results of Healthy People 2020-Persons with Disabilities, to focus the discussion on 0-6 year-old children with disabilities. The perspective of the health policy for children with disabilities adopted the philosophy of public health-the primary, secondary and tertiary health care to explore how to fulfill the goals of disease prevention, early detection and treatment and rehabilitation for this group of people. The paper also explores the heath and health care provision for children with disabilities to identify the health care policy issues for them. We hope the healthcare authorities will design an appropriate health care policy for children with disabilities to improve their quality of life and protect their health rights.
