美國反恐戰爭對中共軍事戰略思維變革之影響

摘要

戰略思想是關於戰爭全局的指導思想，是制定戰略方針、建軍作戰原則的理論依據。戰略思維則是決定戰略的主體頭腦中的觀念行動，戰略思維包括軍事認識論與方法論，也包括戰爭準備與實施的活動。中共軍事準則也將戰略分為軍事思想、軍事戰略、戰役與戰術層次進行分析。九一一事件發生後，美國在戰爭期間採用新型戰術戰略法，使世界各國紛而研究高科技的新式戰術戰法，對中共的影響不僅是展現在戰術戰法或武器裝備的變換上，同時也改變了中共的戰略思維。中共戰略思維變革的特點表現在：人民戰爭思想與不對稱作戰概念的結合；心理戰、資訊戰與人民戰爭的結合；制太空權戰略思想的萌芽與實踐。共軍戰略思維轉變最重要的一點是，綜合運用有形與無形力量摧毀並瓦解對方的意志，因此國軍除要強化官兵弟兄的心理防護能力外，對於共軍資訊攻擊的方式也要採取有效策略予以反擊。

Strategic thinking is a thought concerned with the guidance of a whole war, a theoretical basis of setting up a strategic direction and the principle of leading arm forces. Strategic idea is an attitudinal behavior to decide the strategies within the main head. The military principles of Mainland China also divide the military strategy into military thinking, military strategy, war, and tactics for more detailed analyses. After the 911 being happened, the way of United States using new military tactics makes every country around the world starts to research high tech tactics. This affection is not only represented on the changes of Mainland China on their military tactics, armaments and military provisions, but also on their strategic idea. The character of this change combines the military thinking and unsymmetrical battle concept, the combination of psychological war, information battle and civic power, the sprout and realization against strategic thoughts of space battle. The most important point of this change on Mainland China's strategic idea, is to integrate and apply visible and invisible strength in order to ruin and collapse opponent's will; therefore, we should not only consolidate the ability of mental protection of our arm forces, but slightly and effectively fight back toward Main Chinas information attack.
