The Ministry of Education introduced curriculum and teaching programs in 2003 on the purpose of helping teachers receive professional growth of the knowledge and skills. The second sub-projects, Professional Partners Work Together-Primary and Secondary Schools and University, expected that University and primary or secondary schools could work together and grow together by the principle of ”partnership, cooperation, reciprocity, long-term, and voluntariness”. This research based on the view of a university faculty who really participated in the program to describe the process of implementation from literature review and reality. Finally, make some suggestions for revising the programs and feasible ways for the collaboration of university and primary school.
