從統合主義論公共建設民營化(BOT)政策的執行： 臺灣營造產業轉型之研究

摘要

本論文（以下簡稱本文）的研究目的，為提出當代的政策網絡管理模式──「國家社會共同治理」模型，適用於公共建設民營化（BOT）政策管理的社會統合主義治理機制，以配合BOT 政策的執行。換言之，即試圖以社會統合主義的結構層級探討BOT 合作模式中，國家與民間社會、國家與營造業、國家與特許公司間之互動關係，期建立 BOT 政策統合主義網絡的設計（Corporatist Arrangement），以落實BOT 政策的執行。
本文整合國家理論（Weiss 和Hobson 的國家社會關係論）及統
合主義理論（Cawson 的社會統合主義結構層級），所提出之產業政
策模型，以作為BOT 政策統合治理機制的理論基礎，不僅強化了統
合主義模型的解釋力，也強化了國家機關的治理機能。

The research purpose of this thesis, The Discussion on the Implementation of Privatization of Public Construction (BOT) Policy based on Corporatism: Studies on Challenges and Transformation of Taiwan Construction Industry, is to raise policy networks management model of the present age, that is, the collaboration model of governance, to apply in the mechanism of governance of societal corporatism under the management of BOT, to cooperate with the implementation of BOT policy. That is to say, it tries to discuss the interactive relationship between state and civil society, state and construction industry, state and franchise company in the cooperation model of BOT based on the structural hierarchy of societal corporatism. It is expected to build the design of BOT policy corporatist arrangement, to really implement BOT policy.
This thesis integrates the industrial policy model raised by statist theory (relations of state power and social power by Weiss and Hobson) and corporatism theory (varieties of corporatism in economic/industrial policy by Cawson) as the theoretical foundation of BOT mechanism of corporate governance. Consequently, it strengthens the
interpretation ability of corporatism model, but also the governance capacities of state apparatus.
