Records come from the activities of humans. In the past, it can regarded as accumulated wisdom and experience to build the firsthand of human’s history. To date, by the development of information technology, the government begin to utilize information technology to communicate across the departments, and daily business work. Therefore, the government agencies produce lots of electronic records. But it not only emerge numerous of electronic records, but also result in physical and electronic records coexist, that make records management more difficult. In this information society, records produced and kept by government agencies can regarded as the effectiveness and important information. In order to manage electronic records efficiently, there are two records management theory. One is records life cycle theory, and the other is records continuum theory. The purpose of this study is to review the relationship of these two records management theory with electronic records management model in Taiwan. And UK and AU adopted digital continuity policy in recent years. Its concept applied to electronic records management in Taiwan.
