太陽能發電與緊急醫療之呼吸防護整合可行性研究

摘要


有別於醫療單位在一般可以掌控預期的情況下在單位提供設備、調派人員等,在一個完善的醫療照護環境處理傷病患;緊急醫療人員必須在有限的空間與時間等資源下執行到達醫院前之緊急醫療照護程序或是在電力癱瘓時把損傷傷亡降低到最小。基於醫護人員必須接近或進入具有危害氣體之區域或意外事故現場如崩塌之建築物、隧道、地下列車站等,進行緊急醫護處理程序,空氣品質都視為緊急救災過程中救災人員及傷病患爭取時間的一項重要指標。本研究預期以移動式之太陽能發電系統為主,搭配可攜式太陽能蓄電池,取代傳統發電機,平日以太陽能發電片儲備足夠的電力至蓄電池中,發電片與蓄電池設計以輕巧為主,兩者之間使用接線連接,整組系統以兩人即可搬運,方便醫護人員移動攜帶,並搭配本研究選定之各項醫療防護配備,提供戶外緊急醫療救護站必要的電力與潔淨的醫療空間,形成一個緊急防護醫療系統,提供醫護人員及病患一個安全緊急醫療環境,除了必須能因應地域性、突發性的能源供應不及問題,無論是考慮到特殊病患需要潔淨呼吸環境的需求,如SARS疫情,或是臨時緊急醫療手術,更為醫護人員與病人在緊急情況下所接觸的環境品質審慎把關。

It’s unlike medical units can provide proper equipment and professionals under a well-found health care environment, the emergency medical personnel must deal with limited space and time resources to make sure every critical procedure is completed before the patients transfer to medical units, or when there is no power supply, they have to reduce casualties to a minimum. Because of the medical staff must be close to or get into dangerous areas, such as collapsed buildings, tunnels, underground stations and other accident spots to implement emergency medical care, the air quality becomes a crucial index for both professionals and patients to buy more time. This project is expected to build a portable solar power system with a portable solar battery in order to replace the traditional generators. In general condition, the photovoltaic panel would reserve power and transfer to the rechargeable battery, and both panel and battery are designed to be light and handy. The whole systems only needs two persons to carry, and with all of the bonus equipment of this project it provides outdoor emergency aid station the necessary electricity and a clean room for medical usage to form a protective health care system, and bring a safe medical environment. This system must be suit different regions, and sudden shortage of power supply problems, whether it is taking into account the needs of special patients who need a clean breathing environment, moreover to take good care of the emergency medical personnel who exposure to a risky situation which the air quality is full of hazard, such as the SARS epidemic, and earthquake.
