建置智慧型電表基礎建設取代傳統計費電表之關鍵績效指標

摘要


由於溫室效應使得世界各國重視節能減碳議題,歐美各國紛紛進行智慧型電表基礎建設的建置工作,我國政府在2009年全國能源會議取得各界共識,宣示投入建置智慧型電表基礎建設,2010年6月23日行政院正式核定智慧型電表基礎建設推動方案。經濟部能源局推動智慧型電表基礎建設政策目標,為結合家庭區域網路,導入家庭能源管理系統,進一步減少電力消耗。 本研究主要在探討建置智慧型電表基礎建設取代傳統計費電表之關鍵績效指標。本研究應用Saaty 所提出之層級程序分析法(Analytic Hierarchy Process,AHP)來探討各構面與指標之重要性與相對權重,首先依據產、官、學專家的第一階段問卷調查來完成層級程序分析之架構,第二階段本研究利用AHP 問卷調查求取不同衡量構面與評估準則間之相對權重。 根據文獻探討以及第一階段問卷調查結果,本研究之主要考量構面包含法規、技術、經濟及企業社會責任四個構面並確立各構面評估準則。第二階段彙整問卷調查研究結果顯示,建置智慧型電表基礎建設取代傳統計費電表之關鍵績效指標權重,在主要衡量構面的重要性依序為:經濟、技術、法規及企業社會責任。另依問卷調查資料,以層級程序分析法(AHP)分別求取各衡量構面與評估準則之相對權重結果顯示,智慧型電表基礎建設佔總績效指標顯著地高於傳統計費電表所佔之總績效指標。以上結果可供將來推展智慧型電表基礎建設政策之參考。

As the global warming effect is bring the world’s attention on carbon reduction issues, many European countries and United States begin to invest in Advanced Metering Infrastructures. After achieving consensus with various parties in the National Energy Conference in 2009, the government announced to invest in building Advanced Metering Infrastructures. On June 23rd of 2010, Executive Yuan officially approved to promote the program of Advanced Metering Infrastructures. In order to combine home area network and inducted it to home energy management system, the Ministry of Economic Affairs of Bareau of Energy adopted the strategy of implementing Advanced Metering Infrastructures in order to reduce energy consumption. This study focused on the key performance indicators of using Advanced Metering Infrastructures to replace traditional billing meters. In this study we used "Analytic Hierarchy Process (AHP)" to develop the framework and analyzed the importance between all considerations. The first stage focused on industrial experts, government agencies, and academic experts to carry out the first phase of the questionnaire survey. The second stage of this study used AHP questionnaire to obtain different assessment levels and criteria. According to the previous study and the results from the first phase of the survey, this study showed that there were four dimensions, including " legislation ", " technology " ," economy " and " corporate social responsibility ". The second stage of the results showed that the importance order of the key performance indicators of using advanced metering infrastructures to replace traditional billing meters were economy, technology, legislation and corporate social responsibility. The questionnaire results and the data from AHP showed the key performance indicators of using advanced metering infrastructures to replace traditional billing meters were higher than the one of traditional billing meters. The results from the above can be the reference for implementing advanced metering infrastructures in the future.
