網站設計準則之研究 - 以政府網站線上民意論壇設計準則量表建立為例

摘要

網際網路的普及為政府與民眾之間創造了許多的新觀念、新介面與新應用，透過網路使政府提供了更多元化的便民服務。民意論壇討論區是一種存在於電腦網路中新與的虛擬公共空間，透過網際網路服務的雙向互動，改變了傳統一言堂式的政治語言。民意論壇討論區滿足了參與過程的使用者更落實了電子化的民主政治。民意論壇討論區是目前存在於政府網站內容中最互動、最即時、最受民眾關切的網站單元內容。
本研究經文獻整理、專家訪談與諮詢、條文重要度問卷調查後得知，一套建全而完整的民意論壇討論區網頁設計準則，應該區分成(1)準確傳達民意論壇討論區設置的意圖、(2)發言內文的呈現與表單的填寫、(3)文章精華區與文章搜尋、(4)連結與導覽功能、(5)圖像、動畫與圖形設計、(6)網址與視窗標題、(7)問題回覆文章的處理、(8)網路廣告、(9)技術問題與緊急事件的處理、(10)收集瀏覽者資訊、(11)機關與民眾雙向互動，共11個分類項目，和42項設計準則條文。

Because of the generality of Internet service, it creates lots of new concepts, new interfaces, and new applications for connecting the government and the public. The government also provides more diversified service for people via browsing Internet. The citizen’s forum of the public opinion, which is an up-to-date virtual sharing storage in Internet, turns over the traditional single-phase communication into a two-way interaction relationship between the government and the public via Internet service. It satisfies people who participates in the service of the e-society and carries out the real democratic life for people. It also has been the most important content, which is more interaction, real-time, and to be deeply concerned, in the government official site.
Based on this research, which had been done with collecting the related documents, seeking advices from the experts, and classifying the importance of the questionnaire, it let us to realize a completed web design rule for the forum of the public opinion should be included with as follows: (1) Correct and directly to deliver the intention. (2) Fill in the form and the display of the content statement. (3) The essence of the article and search function. (4) Hyperlink and navigation tool. (5) The design of images, animation, and layouts. (6) The URL and the document title. (7) To manage the question and the reply articles. (8) Internet advertisement. (9) Technical support and Emergency management. (10) Collect users’ information. (11) Provide a two-way interaction. The rules totally contain 11 items, and 42 designing clauses.
