摘要

油料為現今不可或缺的能源之魂，亦為部隊作戰整備不可或缺的一環。國軍地區油料庫負有油料安全維護任務，其安全管理以安全為優先之考量。因而，基於組織文化的內涵，將安全文化視為有關安全的文化面向，即成員共同享有的安全態度、安全價值、安全信念、安全規範及安全實務。
本文以聯勤北部地區油料庫為研究之範例，將組織架構區分為管理、作業與幕僚等三個層級。同時，藉由相關文獻回顧掌握組織安全文化的要素，分別探討心理、行為與情境三層面如何有效降低災害發生，並達到「安全」最大績效。

Oil fuel is a major source of energy in the present day,it also plays an important role during the military deployment. And the safety of the oil fuel is the vital issue to be considered under the safe management. Fuel & lubrricants depot in the military is responsible for the fuel safety. Therefore,due to the concept of organization , the safety culture is regard as the concept of safety culture , which means every member should share the right safety attitude,safety value , safety belief , safety standard and safety activity .
This text used combined logistics command northern region fuel & lubrricants depot as a model of research , and divided the organization system into three parts ; management,operations and staff members.In the meanwhile, the related documents were made use of watching the organizational safety culture’s factors in this text , which probes into psychological factor , capacity and circumstances , how about difference effectual to reduce the calamity take place , and reach the greatest achievement result that have safely.
