組織政治知覺對組織人力資源管理之影響--以個案企業為例

摘要


中國大陸擁有低價勞工與充沛人才的條件,加上具有龐大的潛在內需市場,使得世界各地競相赴大陸設廠,中國大陸儼然已成為一個新興的經濟體,吸引外資與台商競相設廠。本研究個案是一在大陸的投資設廠的台資企業,其在大陸環境下發展出的特殊性人文、組織結構變革及公司企業文化,塑造出一極具研究探討價值的企業個體,是歐美學者在探討組織政治知覺中前所未見且無從接觸的。 在個案企業中,員工的主要來源是員工介紹老鄉進入企業,各省人員進廠後,除因語言、生活習慣與價值觀存在著明顯的差異,又老鄉間拉幫結社來鞏固自我勢力,常會發生省籍間的衝突與對立;再者,企業內部管理偏重人治,薪資與升遷制度未完善規範,致使員工組織政治知覺程度及員工負面情緒偏高,對工作的進行與人員的流動都有不良的影響。 本研究以個案企業中的台幹與中幹為研究對象,以組織政治知覺的構面來分析本研究個案企業並以組織政治知覺的後果變項--撤離組織現象。研究結果發現:離職傾向並非僅與工作滿意變項有關,其雖與工作滿意有明顯之相關性,但仍受組織因素或其他因素的影響;個案企業中組織政治知覺與工作滿意成正相關,並影響員工離職傾向;大陸普遍存在的老鄉情結因素及組織政治知覺亦對工作進行有不良影響並使員工有較高的離職傾向。

With abundant low-cost labour, well- trained people and a potential domestic market, China attracts all over the world enterprises to invest it. Now, It is a new emerging economy. There is no exception that Taiwanese companies also involve in the alluring market. The case we study is a Taiwanese company which invests in China and develops its unique humanities、history of organizational structure change and organizational culture under China’s macro environment. It is worthy to earn further discuss and many findings are that American and European scientists have never approached in the field of organization political perception. The studied company’s main human resource is from introduction of its own employees. The employees from different provinces exist outstanding differences of language, life style and value. Employees would try to build up their own influence by introducing their kind people (from the same province or village,It is called fellow villager complex)to work in the company. Conflicts happen frequently among different villagers. Furthermore, this management of this company tends to humanities without well-formed package and promotion systems. Those above-mentioned factors result in employees with higher organization political perception and negative emotion. The consequences are ineffective operation and low stability of employees. Therefore, the purpose of the study is to find any relationship between organizational political perception and evacuation. The subjects measured in this study case are Taiwanese managers and local managers. The findings are below: 1. Tendency of leaving is positive related to job satisfaction; however, there are other variables influencing tendency of leaving, such as organizational factors and others. 2. Organizational politics perception negatively effects job satisfaction relating to tendency of leaving. 3. Fellow villager complex causing higher organizational politics perception results in not only inadequate operation but also higher tendency of leaving.
