行動指管系統效益評估之模式-以台北國際花卉博覽會為例

摘要


近年各地方政府積極舉辦各類國際性大型活動,像這樣人口高密度聚集的場合,可能發生展館安全、人為破壞與天然災害等事件。行動指管系統可即時監督活動現場,以便在緊急狀況時,及時下達指揮與命令,解決人力不足與時間效率的問題。本研究採用DeLone&McLean(2003)之資訊系統成功模式作為評估構面: 「系統品質」、「資訊品質」、「服務品質」、「系統使用意願」、「淨效益」重要程度的影響,並將「淨效益」構面再細分為:「成本效益」、「組織效益」、「社會效益」。以紙本問卷方式進行,行動指管系統使用者作為研究對象,發放120份問卷,有效回收97份,回收率達89%。有關各構面量表驗證性因素分析中組合信度(CR)皆在0.7以上,各構念的平均萃取變異量(AVE)均在0.5。實證結果顯示: 本評估架構可作為行動指管系統效益評估之用。

In recent years local governments actively organize various international events; however, it happens inevitably with some emergencies such as security, vandalism and natural disasters in high-density population area. Mobile command and control systems are designed to monitor real-time events. The aim of study is using giving commands and orders to solve the issue of insufficient manpower and time efficiency. Based on the degree of importance, the study makes the statement to hypothesize and verify for DeLone &McLean(2003) as a successful model of information system , “System Quality”, “Information Quality”, “Service Quality”, “Intention to use of system”, and “Net Benefits”. “Net Benefits” is also divided into “Cost Effective”, “Organization Effective”, and “Social Effective” to analyze. The study is used paper questionnaires for research and the respondents are people who have used the command and control system. 120 questionnaires in total and collected 97 valid ones, a response rate of 89%. Composite Reliability (CR) is above 0.7 in each Confirmatory Factor Analysis and Average Variance Extracted is at (AVE) 0.5. Experiment shows: This assessment framework can be used as effective evaluation mobile command and control system.
