影響企業採用雲端運算重要因素之研究—以雲端部署之層面比較

摘要

資訊科技的發展改變了生活型態、企業決策與國家建設，而且其影響範圍擴及從個人行為到跨組織系統之層面。當企業計劃與評估採用資訊科技時，無不尋求降低成本、易於維護與滿足企業營運流程之方案。在多變的競爭環境中，導入雲端運算已成為不可避免的整體趨勢。然而，當企業面臨評估與計畫導入雲端運算時，尚存在許多的重要因素影響企業對雲端部署類型之決策。因此，對企業而言，如何有效的透過導入新型態的資訊科技基礎建設，以真正落實企業所追求的目標將會是一個很重要的方向與指引。
本研究以創新擴散理論、科技-組織-環境(TOE)理論與企業策略之四大構面，同時，從相關文獻歸納出採用層面需考量之因素，以探討影響國內企業在基礎設施上採用公有雲、私有雲與混合雲的重要因素，並提出相關建議。本研究採用多元羅吉斯特廻歸模型(MLR)進行量化研究。研究結果發現，雲端部署類型在科技面之認知成本與安全風險;組織面之組織大小、相容度與內部IT設備複雜度;環境面之競爭壓力與政府支持;企業策略之防禦型均達到顯著的差別與影響。整體而言，雖然許多國內企業已有計畫與已有導入私有雲端於企業內部之基礎設備，但研究發現企業對於公有雲的期望程度普遍高於其他的雲端部署類型，雖然企業現階段對公有雲之安全風險仍保有遲疑的態度，但相信隨著資訊技術的成熟與相關法令的完善，公有雲將成為主流的趨勢，尤其規模較小的中小企業最為顯著。

Nowadays, deploying the cloud computing mechanism is the inevitable tendency in diversified businesses arena. However, there are many factors that affect the usage of the cloud deployment in businesses when an organization introduces the cloud deployments which include public cloud, private cloud, and hybrid cloud. Consequently, important direction for businesses is how to introduce the cloud deployments effectively and efficiently in order to fulfill lower cost with consolidation with the state-of-the-art IT equipments thoroughly.
This theme of the research is based on the concept of diffusion of innovation theory, technology-organization-environment framework, and business strategy to explore four contexts and further study factors that affect the tendency of the organizations from adoption aspect in Taiwan. In the meanwhile, the thesis is also focusing on the consideration of adoption the above deployment and the related suggestions. The result finds that the perceived cost, security risk, organizational size, complexity of IT infrastructure, competitive pressure, government support, and strategic types are the obvious differences. As a whole, a number of businesses had planned and introduced private cloud deployments, but businesses expect public cloud more than the other clouds. Public cloud which has advantage of lowers cost, higher compatibility, and elasticity is suitable for small organizations. Although public cloud still has a doubtful security risk, all benefits are higher than the others. Additionally, security risk will be controled by improving technology and instituting related policies. Public cloud will be the tendency of mainstream for small-and-medium business organization in Taiwan.
