城市在政治、經濟、文化、人才、資金、技術、知識等領域方面扮演著重要的角色。創新能夠創造更多財富與競爭力。對於城市而言創新除了能夠帶來財富、福利與提升競爭力外,同時可實踐城市之持續性發展的有效途徑。因此本研究透過城市創新體系來評估城市創新能力,透過三階段資料包絡分析法將環境因素分離出來,獲得城市之創新效率,並利用超級效率進一步將城市創新能力效率加以排序。 本研究以《全球城市競爭力報告2007~2008》中全球150個城市進行效率評估,實證結果顯示:(1)大部份的城市在創新效率表現方面,皆有改善空間;(2)相對無效率城市大部份處於規模報酬遞增的狀況,可經由擴大創新規模提高效率;(3)本研究所選取兩環境因素對創新效率表現之干擾有顯著作用;(4)創新效率表現前五名之城市皆為世界城市;(5)台灣三個主要城市在整體樣本之表現位於中上程度。
A city plays an important role in the fields of politics, economy, culture, human resources, financial resources, technology, and knowledge development. Innovation allows one to create wealth and be competitive. For a city, innovation brings wealth, welfare, and enhanced competitiveness as well as achieves sustainable development via effectively. Hence, this study assesses urban innovation ability through the city’s innovation system. A three-stage data envelopment analysis is used to derive environmental factors to determine the innovation efficiency of a city. Super efficiency is further used to rank urban innovation ability. This study conducts an efficiency evaluation for 150 cities around the world as ranked in the “Global Urban Competitiveness Report 2007~2008.”The empirical results indicate that: (1) there is room for the majority of cities to improve innovative efficiency; (2) relatively inefficient cities are found to have increasing return to scale and efficiency can be improved through expanded innovation; (3) there has been significant interference of two environmental factors selected in this study on innovation efficiency performance; (4) the top five cities that show high innovation efficiency performance are world-class cities; (5) among samples of this study, three major cities in Taiwan perform in middle to top level of innovation efficiency.
