1900年台灣成立第1個農會至今已超過百年歷史,農會是台灣農業發展的重要的角色,農會與政府間形成一個彈性且特別的「治理機制」,更形成是一個緊密的「夥伴關係」,彼此共同為台灣農業努力,推動著許多重要農業政策,故本文將以「政策共識」、「行政運作」、「資源互動」及「信任」等四個觀察變項來進行「農糧署與農會夥伴信任關係」之實證分析研究。 本文以問卷調查為主,針對臺閩地區各級農會總幹事進行郵寄問卷調查,共發出302份問卷,回收166份;農糧署則以和各農會往來密切的業務組170位員工發出問卷,回收120份,有效問卷共286份。以農糧署與農會關農業政策的共識程度、行政運作情形、資源分享情形、組織信任程度的影響程度與成效。 本文的研究發現: 一、農糧署與農會之間呈現高度的協力關係。 二、「信任」是公私部門協力增效的關鍵因素。 三、資源分享是農糧署與農會協力關係的最大支持因素。 本文的研究建議: 一、在政策共識方面:深化公私部門的協力角色。 二、在行政運作方面:應增進夥伴關係雙方的認知及對等的要求。 三、在資源分享方面:加強農糧署政府的協力功能與多功能角色。 四、在組織信任方面:加強農糧署及農會協力的綜效效果。
Abstract Farmers’ association plays a critical role in Taiwan’s agricultural development and has kept a closed and flexible partnership with government for the past hundred years. Farmers’ association has partnered with government as a special mechanism of governance to execute related agricultural policies and activate agricultural production. Hence this study aims to explore the trust between the partnership of Agriculture and Food Agency and Farmer's Associations in terms of four observations: policy consensus, administrative practice, resource sharing and interorganizational trust. This study had run a questionnaire survey of totally 492 samples, which comprises of 302 samples of chief executive officer in Farmer's Associations and 170 samples of exployers in Agriculture and Food Agency. And receiving a total of 286 samples in return which is valid, 166 samples from Farmer's Associations and 120 samples from Agriculture and Food Agency. After running SPSS and subsequent analysis, it is found that: There does exist a high degree of collaboration between Agriculture and Food Agency and Farmer's Associations. Trust is the critical element to keep such a public-private partnership. Resource sharing is the most powerful supporting factor for the partnership between Agriculture and Food Agency and Farmer's Associations. The suggestions of this study are listed below: In the perspective of policy consensus: strengthening the public-private partnership. In the perspective of administrative practice: deepening the recognition of partnership and reciprocity. In the perspective of resource sharing: strengthening the role and function of Agriculture and Food Agency in collaboration with and supporting of Farmer's Associations. In the perspective of interorganizational trust: deepening the synthetic effects of partnership between Agriculture and Food Agency and Farmer's Associations.
