我國大學校院品質保證機制之研究

摘要


本研究旨在探討我國大學校院品質保證機制之現況,以英國、美國高等教育品質保證制度為例作深入分析,並根據研究結果提出建議供政府部門及大學校院建立品質保證機制之參考。為達上述研究目的,本研究採用問卷調查法,以國內63所大學校院行政主管為研究對象,共寄發問卷630份,回收有效問卷364份,有效回收率為57.8%,將所得資料以描述性統計、獨立樣本t檢定、單因子變異數分析等統計方法進行分析。本研究綜合文獻探討與研究結果,獲得以下結論: 一、高等教育量的急速擴充是各國高等教育品質保證制度形成主因。 二、各國高等教育品質保證制度的內涵受到教育績效責任的影響。 三、英國高等教育品質保證制度的發展由分歧逐漸走向整合。 四、美國高等教育品質保證制度的發展由外部逐漸走向內部。 五、我國應定期對大學院校實施評鑑,並將評鑑結果公開。 六、我國大學校院應建立學校自我評鑑制度,並訂定提升教學及研究品質相關辦法。 七、學校的教學研究空間不足及成員缺乏品質保證相關知能,是我國大學校院品質保證機制難以推動的主要原因。 本研究依據研究結果,提出相關建議,供政府部門及大學校院參考。

This purpose of this study is to investigate the current status of “Quality Assurance Mechanism for universities and colleges in Taiwan ”, and to analyze that how the quality assurance mechanisms of high education work in UK and USA. After analyzing the cases, propose practical suggestions for the establishment of quality assurance mechanism for the government departments and the University in Taiwan. To achieve the above-mentioned research purposes, this study used quantitative data from questionnaire survey. The 630 subjects were randomly sampled from the executives of 63 universities and colleges in Taiwan, and 364 effective questionnaires were collected. With regard to the data analysis, descriptive statistics, t-test, one-way ANOVA were used. According to the findings of the study, conclusions are synthesized as follows: 1.The expansionary amount of higher education is the main reason why the quality assurance system in higher education of formed in the main countries around the world. 2.The content of quality assurance system of higher education are affected by the responsibility of educational achievements in the main countries around the world. 3.The development of quality assurance system in higher education in UK by the differences gradually become integrated. 4.The development of quality assurance system in higher education in USA from external gradually move toward the internal. 5.Universities and colleges in Taiwan should be evaluated regularly, and the evaluation results should be spread to the public. 6.Each universities and colleges in Taiwan should establish the mechanism of self-evaluation. 7.The teaching and research space are not enough in universities and colleges in Taiwan, and the school members know less about quality assurance in general, and it is the main reason why it is difficult to promote quality assurance mechanism in universities and colleges in Taiwan. Based on the research findings, several suggestions are offered for the government departments,Universities in Taiwan and future researches.
