職棒二軍新制度政策評估之研究

摘要


本研究在於透過政策評估的方式,探討職棒二軍新制度的形成背景、實施現況、實施效益並對未來政策改進做出建議。本研究使用文獻探討與深度訪談法,來蒐集相關資訊。訪談對象包含教練、球員、球團領隊、訪視委員及政府官員等共23人。研究結果發現,推行職棒球隊二軍制度之政策,2003年以代訓方式實施,藉由代訓制度的推行,讓各職棒球隊逐年充實球員人數,以組成獨立的二軍球隊。2009年起,取消代訓制度,改以各球團必須要有獨立二軍球隊,才能夠獲得分配替代役球員作為二軍人數之支援。從政策的觀點來看,2003年施行之代訓制度,除代訓效果備受爭議外,亦未能依原計畫促成各球團組成獨立的二軍;2009年施行之支援二軍球員員額方式,確已促成各球團職棒二軍正式落實。從職棒二軍新制度的運作來看,二軍球隊的球員人數仍然不足,其現象可從各隊球員出賽比例分佈得知,除了La new熊隊二軍是以現役球員為主,其他球隊則是替代役與借將球員出賽比例高於現役球員。就政策評估的觀點看,職棒二軍新制度雖已促成各球團正式成立獨立之二軍球隊,但球隊組訓上仍需要再更加努力與用心。

This study use Policy Evaluation to discuss the formation of professional baseball background of the New Farm System, the implementation of the current situation, the implementation of efficiency improvements and make recommendations for future policy. In this study, literature review and depth interviews to gather relevant information. Interviewees include coaches, players, managers, visits members and government officials a total of 23 people. The results showed that the implementation of the professional baseball team, since 2003's training system will be implemented, by the implementation to train the system to allow professional baseball team year after year to enrich the number of players to form a separate farm teams. To the 2009 season, each team have set up an independent farm team, while the generation of training system was abolished, each team must have a separate farm team players will be able to choose alternative service team into Farm-Training and competition. From a policy point of view, today's professional baseball has been officially implemented the New Farm System ,and the well-intentioned, to alternative players, entering the farm teams that allows them to adapt to the way of training and rest for the future into the job Stick to prepare in the future.The view from the players and coaches, its common conclusion for the farm team players insufficient number of the phenomenon of insufficient number of players from all players in the distribution in a race that, in addition to La new Bears are active players based, alternative and other teams are out of season by the players was higher than active players. And for the policy evaluation point of view, although the teams have switched teams to establish the Farm System, but again the team of training needed to work harder on and intentions.
