本研究主要乃針對「綠色消費」、「國內外包材法規」、「環保標章」、「森林管理監管鏈認證」及「清潔生產之再生能源應用」等面向,進行造紙業包材紙類之投入與產出分析。研究中設定個案廠生產之「塗佈卡紙」為標的產品,借重SimaPro軟體協助,採用IMPACT 2002+ 法進行生命週期衝擊分析。 經盤查分析顯示,該廠不含管制限制重金屬值,亦無濃度超過100ppm之疑慮;且廢紙混合率在66.64%比重,呈現「水體優養化」衝擊類別6.98%的環境效益。換言之,已排除環保規範所形成之貿易障礙,仍保有其綠色競爭力。本研究針對使用原生漿產源之合法性或永續性,透過FSC CoC的認證管理發現,4大危害類別所造成之衝擊差異幅度達6∼10%幅度。其中,「人體健康」及「氣候變遷」的差異幅度均佔10%,對環境衝擊具有微幅的顯著效益。另外,就整合應用再生能源在製程清潔生產部分,比較自用風力發電與全數採用外購電力的環境衝擊所產生空污污染物增加現象,與本研究衝擊熱點分析結果36∼50%差異相符,呈現顯著的影響性。 本研究建議建立本土化環境衝擊負荷引用之數據資料庫,以做為我國造紙業環境管理之依據。同時,針對「使用回收紙之包裝用品」之環保標章規格標準規範,考量修正納入使用原生漿之特殊產源,以減少環境衝擊。而相較於改變原物料,造紙製程中善用再生能源,對環境衝擊亦更具顯著效益。
The aim of this research is to analyze the input and output of the wrapping papers of the paper-making industry in terms of “green consumption”, “domestic and foreign wrapping material regulation”, “environmental regulation”, “forest management and chain of custody certification” and “renewable energy application on cleaner production”. This study conducts a life cycle impact analysis by using IMPACT 2002+ method and relying on Sima Pro software for support to target on the “coated paper card” from an individual manufacturer for case study. The investigation and analysis results indicate that the product does not contain any value of restricted heavy metal and the concentration would not exceed 100ppm consequently; when the waste paper mix ratio is 66.4%, it shows 6.98% of the environment effect of “water eutrophication” impact category. In other words, the trade barrier related to the environmental regulation is excluded but the green competitiveness remains. Based on the legitimacy and sustainability of using paper pulp source, this study found that the 4 major categories create 6~10% of the impact variation range through the FSC CoC management certification. Among them, “human health” and “climate change” account for 10% of the range of variation which has a slightly significant effect on the environment impact. With regard to the integration and application of renewable energy, it is found that the increasing air pollutants due to wind power generation is similar to 36~50% variation of the impact hotspot analysis result of this study showing a significant influence. This study recommends that it is necessary to establish a localized environment impact loading data bank for references for the environment management of the paper-making industry. Meanwhile, the environmental standard and regulation of “using recycle wrapping materials” is taken into consideration for using special raw pulp source to reduce environment impact. Comparing to changing the raw materials, the application of renewable energy has a more significant effect on reducing environment impact.
