五歲幼兒教育政策之預評估

摘要


由於全球化社會結構變遷之少子化現象、家庭結構轉變、婦女投入職場就業人口激增,因此如何建構完善的幼兒教育政策,成為現階段社會極為重要的議題。本研究係檢視教育部近年來陸續推動實施之五歲幼兒教育政策預期目標與問題,藉由各項教育政策評估指標,探討在教育資源有限的情形下,尋求合適目前社會需求的五歲幼兒教育政策方案。 本研究為使研究結果具深度及廣度,採用文獻分析法、參與觀察法、訪談調查法及AHP層級分析法。在研究章節的安排上,第一章為緒論,說明五歲幼兒教育政策之概要,並說明本研究之動機與目的、研究方法與研究流程等;第二章為文獻探討,介紹教育政策評估理論、教育政策評估標準,以及歸納整理國內學術界有關幼兒教育政策相關研究;第三章為研究方法與研究設計,主要係對採用之研究方法-層級分析法,作一詳細介紹,並說明本研究應用層級分析法的設計內容;第四章為我國幼兒教育政策制定過程,本章係說明我國中央政府政策制定過程、教育部主管教育政策制定過程,及歷年幼兒教育政策制定過程;第五章為五歲幼兒教育政策方案訪談及問卷調查結果分析;第六章則綜合以上各章所作之探討及分析,同時提出五歲幼兒教育政策之建議。 本研究旨在對於五歲幼兒教育政策最適方案進行預評估,藉由相關文獻整理選出三項備選方案,並透過教育政策評估標準,作為評選最適五歲幼兒教育政策方案之依據,以提供作為政府制定政策之建議。

As globalization changes the social structure of the phenomenon of low birth rate, the family structure has been transformed and the population of women within the job market has grown up. Therefore, how to construct a comprehensive policy on children's education becomes extremely important social issues at this stage. The research attempts to review the targets and problems of the education policy on five-year-old children which the Ministry of Education has continually promoted to implement in recent years. Especially, the various education policy indicators are used to explore suitable educational policy for five-year-old children under limited educational resources. In order to broaden the scope in depth and width, the research has adopted four approaches to accomplish its goal, namely as follows: literature review, participant observation, interview survey, and Analytic Hierarchy Process. Contents of the research are embodied in six chapters. Chapter One offers introduction to the research. It provides the summary of education policy on five-year-old children, and it also illustrates research motives, objectives, methods and processes. Chapter Two focuses on literature review. The chapter introduces education policy evaluation theory and criteria. Moreover, it induced and analyzed domestic policy-relevant academic researches on early childhood education. Chapter Three presents the research methods and research design. It explains Analytic Hierarchy Process in detail and the design of its applications. Chapter Four concentrates on the progress of the early childhood education policy making. It reviews the progresses on policy developing of the central government, the Ministry of Education and childhood education history. Chapter Five provides the outcomes of interviews and questionnaire surveys on early childhood education. Chapter Six consolidates analyses and findings of the entire research and proposes recommendations on education policy for five-year-old children. The objective of this research is to pre-evaluate the most suitable proposal on five-year-old childhood education. Through literature review, it derives three alternatives first. The evaluation criteria will then assist to form the foundation of the education policy for five-year-old children. Lastly, the recommended policy will help the decision makers to determine the most suitable education policy.
