全球化下我國科技與本土文化在碩博士教育養成的發展策略

摘 要
時間推移，潮流夕變，人類已從蠻荒進入全球化時代。全球化的市場化帶動學術研究的方向，使碩、博士教育研究原屬於基礎性及學術研究者個人喜好選擇，轉變為特定目標的應用性研究。今日全球的高等教育發展，只看到各國追隨美國的教育政策方式前進，並未深入的去瞭解眾多的學術資源是以美國的視野問題意識為討論研究對象，其研究成果缺乏適合本土性的問題被研究討論。
本文研究針對全球化的尖端科技發展和維護本土性的碩、博士教育提出，不但要和強國並駕齊驅的尖端科技發展，同時也要對人文社會關懷的學術研究加以重視，使國家的整體發展不致於偏離某一個面向，台灣碩、博士教育才能在多元的全球化環境，找出一條適合台灣本身最有利發展的方向。國際間往來工具進步，例如：電腦網路、飛行器、等日新月異，教育接觸更是趨向多元化，國際關係越來越密切，各國高等教育向外擴展蓄勢待發，政府無法再閉門造車，置身事外於世界性地球村的新世界。
本文研究採用「全球化」觀念貫通全文，不論是科技人才養成議題或是本土性文化的保存與維護，都無法和全球化潮流的盛行不發生任何關係。眾所周知科技進步是全球化始端，刺激世界各國政治、經濟、社會及文化影響，外來文化的入侵，改變各國文化傳統及體系，產生「去疆域化」無國界幻想空間，人類面臨一項傳統與外來文化鬥爭，若我們不用心對「本土性文化的保存與維護」做出一套政策性規劃，台灣本土文化將可能面臨消失厄運。
我國碩、博士班教育體系需要全盤性診斷，重新加以改造、革新，適應現代國際政治詭譎變化。今日的教育目標有一定程度經常性，如何處理層出不窮各種教育問題，需要靠持之以恒研究，改革教育需要建立一種彈性靈活機制，當面臨新教育問題，在不受時空環境限制，能夠永續改革，任何教育難題才能適時地獲得改善。

Time passes, the trend changes in sunset, the mankind has been already from entering globalization era savagely and wildly. Direction of driving the academic research of marketization that is globalized, make master and doctor educate and study and belong to the basic and academic researcher's personal taste to choose originally, the application that changes into the specific goal is studied.
The global high educational development of today, only see various countries follow the way of American policy for education to advance, the deep one understands numerous academic resources and regards vision problem consciousness of U.S.A. as and discusses the research object, research results its is it suit problem of native country nature study and discuss to lack.
This text research maintain to peak development in science and technology that globalize master and doctor of native country is it propose to educate, the development in science and technology of peak that not only want and the powerful country run neck and neck, the academic research to be shown loving care for to the humane society at the same time is paid attention to, make whole unlikely to is it face while being a certain to deviate from development of country, Taiwan it is could be in the plural globalization environment for master and doctor not to educate, find out a direction of suiting the most favorable development of Taiwan.
The international exchanged tool progresses, for example: Computer network, aircraft, Wait for and change with each passing day, educate and contact and tend to the pluralism especially, international and in more and more close relations, the higher education of various countries is expanded and saved up strength to start out outwards, being unable to make a cart behind closed doors again, government sit on the sidelines in new world of the world global village.
This text studies and adopts ' globalization ' the idea is well versed in the full text, no matter the skilled personnel forms the save and maintenance of the topic or native country culture, it is unable not to have any relation with the prevailing of globalization trend.
As everyone knows the scientific and technological progress is a globalization top, stimulate the politics, economy, society and culture of countries all over the world to influence, the invasion of outside culture, change every Chinese tradition and system, produce ' go to the territory ' the borderless illusion space, mankind face one tradition with struggle by outside culture, if we make to ' native country save and maintenance of culture ' a policy plan diligently, misfortune that the native country culture in Taiwan may face disappearing. Of our country master and doctor class education system need sex diagnosis totally, transform, improve again, adapt to the modern international political strange and changeful change.
There is regular a certain degree in today's educational objective, how to deal with emerging in an endless stream various kinds of educational problems, need studying by persevering, the reform educates needing to set up the flexible mechanism of a kind of elasticity, face the new educational problem face to face, is not being limited by the space-time environment, can reform continuously forever, any education difficult problem could be being improved in good time.
