中小企業落實ISO 9001品質管理系統運作之問題探討

摘要


國內許多中小企業廠商以通過 ISO 9001 國際標準驗證,來提昇公司的品質形象,爭取新客戶與開發新市場。但廠商在通過驗證之後,卻存在滯怠無法持續落實 ISO 9001 品質管理系統各項過程運作的情況。 本研究以貿易業、電機產品業及水泥製品業等三家通過 ISO 9001:2008 國際標準驗證的中小企業廠商為個案,透過對個案廠商進行實務稽核的觀察及相關品質紀錄蒐集與分析,研究探討中小企業廠商無法持續落實 ISO 9001 品質管理系統之「管理活動過程」、「資源提供過程」、「產品實現過程」、「量測、分析與改善過程」運作問題,並提出建議供業界參考。研究結論如下: 一、 管理活動過程:高階管理階層應增加對品質管理系統定期管理審查的 頻度,依事實檢討並作決策暨訂定系統運作進步的品質目標。 二、 資源提供過程:企業應增加教育訓練的頻度,提昇員工對 ISO 9001 國際標準要求內容的認知,始能有效運作品質管理系統。 三、 產品實現過程:企業應強化對外部供應廠商的管理,確實考核供應廠商,以確保其提供之產品品質符合查驗要求。 四、 量測、分析與改善過程:(1)企業應增加內部稽核的頻度,確實檢視管理系統運作情況,確保落實品質管理系統運作與持續改善。(2)應界定適切的品質資料,確實蒐集與加強分析能力,以瞭解品質管理系統運作中潛在的問題及預防與改善的方向。

Many local small and medium enterprises (SME) utilize ISO 9001 certificate to enhance the corporate image and access to new market and customer. Sometimes, the SME’s ISO9001 QMS can’t be properly and effectively implemented continuously. For understanding the reasons why SME’s QMS can’t keep properly operated, cases study of three SME manufacturers with ISO 9001:2008 certificate have been evaluated. After field survey of work processes and work records, observations and suggestions was described in the following 4 sections: 1. Management responsibility: The top management team should well increase the frequency of periodic management review of quality data and reports, and set the goals and objectives for the quality of the company according to the review results. 2. Resource management: The top management team should allocates enough time, as well as financial resources for employee about ISO 9001 related training courses. 3. Product realization: Company should more frequently conduct inspections of their qualified vendors to make sure that their products be certified to a certain standard. 4. Measurement, analysis and improvement: (1) Internal audit procedures should be executed more frequently. Audit results are required for management review and for the facilitation of continual-improvement activities. (2) Quality data should be appropriately defined to enhance analysis capabilities, to prevent potential problems in the operation of the QMS and to do the corrective actions.
