檢視社會工作管理的倫理議題

摘要

身為社會工作管理者，除了須具備相關的管理知能，同時也須關注倫理的議題，也就是有關判斷行為的對錯以及應有的道德職責。然而，上述這些相關的倫理議題在社會工作文獻中較少被討論，多半的文獻偏重於直接服務中與案主相關的倫理議題。因此，本文將針對間接服務中社會工作管理之倫理議題加以分析，檢視社會工作管理者所需要關注的倫理相關知識以及面對的挑戰。本文的討論共分為五部分，包括：（一）行政倫理與社會工作倫理，（二）相關的核心價值與倫理理論，（三）倫理守則，（四）當代社會工作管理者所面對的組織環境變遷及倫理議題；最後，本文針對專業制度與社會福利組織提出的建議。

Social work administrators not only have to understand knowledge about social welfare management, but also should appreciate ethical issues related to their moral duties and obligations. Since ethics in social work administration remain largely explored areas in social work, this article will focus on ethics for social work administrators. Five sections will be discussed including: (1) administrative ethics and social work ethics; (2) core values for administrators and social workers, as well as ethical theories; (3) codes of ethics; (4) ethical issues emerging from the changing environmental context of social welfare administration; and (5) policy suggestions for professional development and social work administrators.
